Phase 1
a) Every 10 years district maps in each state are re-drawn by a regional committee made up of representatives from the other 49-51 states or territories.
b) Regional committee collects, tallies and publishes census data.

a) Regional committee is elected by popular vote.

a) Census data collected, tallied and released every 5 years.
b) Integrate taxes/tax season with census form and collection.

A. Constitutional Change Process
Phase 1
a) A change to the constitution requires 2/3rd vote by both Congressional chambers (the House and Senate) with no involvement from the States.
B. Added Rights
Phase 1
a) Cover children's/minor Rights specifically:
i. Right to be seen, heard and respected as a citizen.
ii. Right to a world that is peaceful and an environment not spoiled.
iii. Right to be treated with equality - regardless of race, religion, nationality, sex, personality, grades or size.

A. JOBS & WAGES
Phase 1
a) Encourage, support or mandate the creation or restoration of worker unions.

a) Lock in a formula for federal, minimum wage above inflation with consideration to GPI index.

a) All companies pay the same salary for all positions; or
b) salary caps are mandated with profit going to lower salaries.

B. WORKER PENSIONS
Phase 1
a) Begin a Federal government funded pension for all American citizens without retirement pension benefits.

C. TAXES
Phase 1
a) Increase effective income & inheritance tax rates to 93% for those who make 500 Million US dollars or more (person or company, domestic or global).

a) Algorithm to increase Medicare and Social Security tax each year that coincides with GPI and inflation (steady increases).
b) Removal of Social Security only when the Federal Pension Program is established.
D. DOMESTIC GROWTH METRICS

a) Replacing 8 categories of Consumer Price Index (CPI) with a more robust category basket, replacing GDP with GPI and using the PPI index.

a) Restrict commodities to non-life sustaining objects.
F. INDUSTRY REGULATIONS
Phase 1
a) USDA, Fish & Wildlife, EPA and Dept. of Agriculture to receive more staff, funds and regulatory oversight powers annually.
b) No longer allow self-regulation within industries nor accept non-enforceable rules or laws.
c) Remove all Corporation liabilities, protections and rights “as a citizen.”
d) Warn/ban/regulate industry products based on “class” of chemicals, not one single chemical

c) Require a thorough product procedure for all industry products similar to the FDA and Pharmaceutical procedures.

a) Restore Volkner & DodFrank banking regulations.

c) Reform Anti-Trust laws to 1968 standards.
Phase 4
a) Industry(ies) Regulation Committees created for the sole purpose of regulation, oversight and enforcement that are composed of democratically elected citizens based on industry criteria.

a) Federal Stipend program for Masters and PHD enrolled students.

Elections
A. Funding
Phase 1
a) All Public elections funded with a set or capped taxpayer dollar amount.
b) Any campaign perks or contributions are unconstitutional and illegal.
c) No lobbyist contribution bundling allowed.
d) Close the revolving employment door between Congress and Private industry.
Phase 2
a) No fundraising allowed, period.
b) The President, Vice President and all cabinet members must disclose financials and go under ethical
review.
B. Voter Rights
Phase 1
a) All voters can vote in any party's primary.
b) Any biases or discrimination proved by preponderance of evidence strikes down any voting or voting
rights law changes in the United States.
Phase 2
a) Automatically register voters any time a state or federal program is used, registered for or confirmed.
b) Or when taxes are filed.
c) Voting days are national, federal holidays for everyone.
d) All forms of voting (mail, drive-through, etc.) are available for everyone.
Phase 3
a) Restore 1965 Voter Rights Act while making it stronger and placing it within the U.S. Constitution.

b) Electing the House requires voters to have 2 votes - 1st for party voters prefer; 2nd for specific
district candidates in each district.

a) The Electoral College is abolished - Popular Vote is the sole method of electing the President.

i. New President takes immediate control of White House.
ii. Former President's staff stay for X-time to transition.
iii. Former President steps down to an advisory role for a pre-determined set time.

a) All positions in federal, state, city and county institutions should be appointed by a qualified democratic body of citizens via direct popular vote.

a) Nonpartisan national election commission runs voting.
b) Vote location sent to tax or social program address on file.
c) All voting dates are a federal holiday for everyone.
d) Any felons or incarcerated citizens can vote.

A. Discrimination

B. Warrants & FISA
Phase 1
a) Governments and companies must acquire warrants to spy and invade the digital privacy of citizens.
b) All warrants must be disclosed to the receiving party during the execution of said warrant(s).

a) No-knock or similar warrants abolished nationally.
b) Abolish police raids unless there is an immediate threat to life - as last resort.
Phase 3
a) Companies can not invade digital privacy of citizens, governments or other companies for any reason.
C. U.S. Supreme Court
Phase 1
a) Supreme Court Justices have term limits between 10-18 years.
b) Supreme Court Justices should have recusal policies, standards and laws.
Phase 2
a) Current Supreme Justices would be replaced, staggered so no President can nominate more than 2 (two).
b) A President can only nominate two (2) Supreme Court Justices in their life time.
Phase 3
a) Justices can serve only once in their life.

b) Justices are elected by popular vote by the people every 10 - 15 years.

Phase 1
a) Supreme Court and all Federal appellate court justices must disclose all financials, i.e. taxes.

a) All federal justices go under ethical review and swear to an ethical code under oath.
b) Convicted violations to an ethical code are felonies.

B. Congressional Seat Makeup
Phase 1
a) All states and territories have representatives in both chambers, i.e. Puerto Rico, District of Columbia.
Phase 2
a) Senate seats are distributed based on state populations based on census.
b) All Congress members are elected concurrently.
c) Distribution of seats equal to each party's share of votes received in the 1st vote, with the 2nd directly elected candidates being guaranteed a seat.
C. Parliamentary Rules
Phase 1
a) No discretion for special voting rules in either chamber, i.e. no filibusters.
b) All votes done by simple majority except for impeachment and constitutional changes.
Phase 2
a) Prohibition on all riders and earmarks on bills.
b) Prohibition on bundled or grouped bills.
D. Federal Budget
Phase 1
a) A new budget is required each year.
b) Failure to pass any budget: budget of first non-budget month follows the first budget month of the previously approved budget year.
c) Failure to approve a budget by month 4, a new election of the House is to commence and finish by the 6th month of that budget year.

a) Any elected sitting legislature or position must declare a recusal to public held responsibilities if there is any form of conflict be it personal, financial, ethical, etc.

a) Reduce spending on the Military each year.

a) Military budgets are always less than social programs.
Phase 3
a) Any Corporation or business involved must pay or supplement a percentage of the war or
conflict cost(s)(war profiteering).
B. OPERATIONS
Phase 1
a) Reorganize the military for defensive operations only (foreign & domestic).
b) Individual service members can opt out of participating in war-like conflict(s).
2. Phase 2
a) All foreign military action of any kind is to be done with congressional approval only.
3. Phase 3
a) All foreign military action is decided solely by the public democratically.
C. STRUCTURE
Phase 1
a) Funding is directed to more modern equipment and technologies with a focus on high quality and more modernized force; not high quantity.
b) Better management of existing forces by military services.
c) New, more advanced and better designed equipment.
d) New organizational structure.
D. JUSTICE SYSTEMS
Phase 1
a) Remove the authority of commanders to determine in individual cases whether felony-
level charges are brought.
b) Remove the authority of any higher supervising officers to determine in individual cases whether charges are brought.
E. VETERAN AFFAIRS
Phase 1
a) Clear all back log G.I. Bill and Housing claims.
b) Update all VA computers, computer systems, programs, databases, etc.
c) Overhaul the hiring and onboarding process, Including salary increases, to fill empty positions and add more staffing.
Phase 2
a) Pay all unpaid claims retroactively to claims closed without full payment or partial payment.
b) Expand VA Healthcare to cover everything, 100% including mental health needs/services.
Phase 3
a) Restructure top down department and staffing.
b) Fully funded, fully free and accessible society integration program to aid civilian transition, including but not limited to, re-training, education, housing, employment, etc.
c) Replace or repair aging infrastructure.
F. GUN CONTROL
Phase 1
a) No civilian access to weapons of the assault category.
b) Limit to the amount of ammunition civilians can own, store, use, etc.
c) Limit the amount of rounds in all weapon clips.
d) Universal, federal background checks for all ages.
e) “Red flag” laws that allow the law enforcement and judicial branch to remove weapons from people who are perpetrators of domestic violence.
A. POVERTY & THE POOR
Phase 1
a) Federal paid and sponsored housing for homeless and victims of abuse or violence.
2. Phase 2
a) Federally funded dining facilities for homeless and poor communities.
b) Farmer excess to table program.
c) Federal grant allocation program for all non-profit kitchens.
3. Phase 3
a) Clothing stipends for the homeless, poor or those in need.

a) Universal, single payer Healthcare.

Phase 1
a) Federally funded college education - 2 years worth tuition;

b) Veteran Affairs covers 100% of 100% - no questions asked with an oversight committee to audit for fraud at the end, in the background.

a) Single payer, universal, federal healthcare.
Phase 3
a) Expand Healthcare Phase 2 to non-humans, i.e. animals.
