§1.01 The official name of this political State Party is "Progressive Reform Party of New York"
(herein "PRP-NY" or "State Party").
§1.02 The official name of each County Party shall be "Progressive Reform Party of <county name>
County, <State>" (herein "County Party").
§1.03 The affiliate national party shall be the National Progressive Reform Party (herein "National
PRP").
§2.00 The National PRP Mission is to promote - reforming the United States Constitution, establishing direct popular vote democratic elections for all public held positions and return government,
production and property to the peoples control.
§3.01 Membership in the PRP-NY or National PRP shall consist of General members, Active members and
Members in Good Standing.
§3.02 General membership of PRP-NY shall be open to all residents of the State of New York.
§3.02.1 General membership of the National PRP shall be open to all citizens and allies of the United
States.
§3.02.2 General membership of the County PRP shall be open to all residents of Cortland County, NY.
§3.03 Active Members shall be general members who participate at National, State or County Party
meetings or conventions.
§3.04 Members in Good Standing (or Good Standing Members) shall be active members who support the
ideals and goals of the State Party while serving on committees or volunteering their time
for other Party functions.
§3.05 Active Members and Members in Good Standing may vote within County, State or National PRP
elections or party business.
§4.01 Active or Good Standing members residing in a Congressional District, State Senate District,
State House of Representatives District, or Precinct District, may form a Congressional, Senate,
Legislative or Precinct District Caucus, respectively, for the purpose of electing caucus
officers, nominating candidates where applicable and performing other functions authorized by
the State Party.
§5.01 Each county with Active or Good Standing members in a state shall have a County Party within
the State Party PRP.
§5.02 The county structural organization shall consist of county Executive Officers, a county
Executive Committee, special committees as needed and the County Convention.
§5.02.1 See PRP Bylaws for more on county Executive Officers and Executive Committee.
§5.03 The County Party may optionally establish a county Constitution and Bylaws, providing that they
are in harmony with and subservient to this National Party Constitution and the National Party
Bylaws.
§6.01 The State structural organization shall consist of four State Executive Officers, the state
Executive Committee (consisting of the Executive Officers and Congressional District
representatives) and any or all Active or Good Standing Members of the State Party.
§6.02 The auxiliary organization shall consist of state Standing Committees to be specified in the
State Party Bylaws, any number of state Special Committees as needed and auxiliary organizations
as provided for in the State Party Bylaws.
§6.03 The State extended organization shall include all County and District organizations within the
State Party.
§7.01 All Active or Good Standing Members of the County or State Party PRP are apart of the National
PRP Committee;
§7.02 All Active or Good Standing Members of the County or State Party PRP are apart of the National
PRP Convention.
§8.01 This Constitution shall be the ruling document for the National PRP and all other state or
county PRP.
§8.02 It is severable in that if any portion of this document be declared void, all other portions
shall remain binding and effective.
§8.03 Active or Good Standing Members as a whole committee shall be the supreme governing body of the
State Party.
§8.04 The State Party shall establish state Bylaws which shall provide rules of conduct and
organization for the State Party in accordance with and subordinate to, this Constitution.
§8.05 The state Executive Committee shall assume the role of the State Party Committee if that body
is not organized.
§9.01 Amendments or revisions to the National Constitution may be proposed by popular vote of all
National, Active or Good standing Members during a National Committee or the National Convention.
§9.02 Amendments or revisions to the State Constitution may be proposed by popular vote of all State,
Active or Good Standing Members during a State Committee or the State Convention.
§9.03 Amendments or revisions to the County Constitution may be proposed by popular vote of all
County, Active Members or Good Standing Members during a County Committee or the County
Convention.
§9.04 Proposed amendments or revisions to a National/State/County Constitution may be ratified by two
thirds vote by the National/State/County Active Members or Members in Good Standing at a Regular
meeting held any time after three months from the proposal date.
§10.01 This Constitution shall be established upon majority, popular vote of all Active Members or
Members in Good Standing within the organizing body of the National/State/County Party.
§10.02 Constitution may be amended or revised by two-thirds vote of all Active Members or Members in
Good Standing within the National/State/County at any time within one year of the establishment
of this Constitution.
